"shouldn't be to hard.." ... err ... every rolled a doc? I strongly doubt a Doc can get a QL300 on. As in ... ever. I did some basic simulations and not including armor (but WITH all relevant trickle-down perks AND QL300 implants+symbs) the highest self-skill a NM doc can get is just under 1300. And because of the trickle-down, all other breeds will do worse. With full Supple, best Umbral, and a couple other items you get to maybe 1675. So with massive twinking a NM Doc can get on a QL250. That's good. Hell, that's great ... but then remember that the implant locations are Head, Eye and Left Hand ... 2 of the most important symb locations for a Doc. Can a RE Carbine do great in PvP? Yep, but don't ever expect to see a high QL. A 220 Doc I know uses a 167 so they can self other weapons and expects to see a QL200 tops as their best self-equipped QL. The only QL300 Kyr weapons a 220 doc can get on are Shotguns (Trox ... MAYBE Soli), Pistols (Soli, Opi, maybe NM/Trox because of the extra perk line) and Blades of Boltar. Because MA, Pistol, Shotgun are the only weapon skills a doc can raise by 4pts/level. And none of them have AS, so you can't really do QL300 except pistol (+ onehander) if you want to PvP.

jahf... try which is 757 including tricledown, +153 wrangle is 910
+ expertise is 930 + mastery for soldja is 1000, so if the doc can get 1001 base then he can get this :P

before contracts/towers.. the most you will push with that equipment is 1870 re, or so. (as an NM).. so with 300 city, ql250 contracts for sense/int/psy/re.. and a 255 ransacking up.. you will maybe, just maybe get to around 1950 re... but definately not something you would want to accidently unequip ;)

NM docs get 834 base RE at 220 with max abilitys (what 220 doesnt max there abilitys? xD) an with this
you get +929 RE an +93 from trickle now all you need r buffs!!!

you check it LR expertise does stack with composite also Heavy Weapons & Grenade expertise with it also
