It just ups your AR by 42 if it hits, its on every AI weapon as far as i know. Semi useful if you havent hit your max AR on a weapon yet.

only updated (type XXX) kyr'ozch weapons have this proc. and some loose it again with AI-PF updates (Silenced Kyr'ozch Rifle for example)

... and it runs long enough that it's already renewed before it would run out.. so if you're constantly hitting, it's always on. They might as well have made it a static bonus on the upgraded weapons..
