now im not 100% sure, but i heard somewhere that against the enemy affected by this nukes cast upon them do 15% more damage

Nope that would be:
On Use User Modify Nano resist -800
which is what "Stop notum flow" does (same perk line, earlier)
This one I assume increases dmg by 15% or something.. the first one's much better imho, but if you nuke a lot, maybe both together would be sweet.

nevermind, i figured it out... apparently it buffed your target +15000 stamina ... can't believe i missed out on that.

Fixed in 17.7.1, it doesn't add stamina anymore lol
