Nobody should care below that because of the Blackmane's Belt quest (free on newb island, 2 slots + 2 NCU.)

Get GCB instead of 5slot belts, it's 225 CL req

True, some twinks will put on 5 slot belt well before lvl 20. Considering it is now possible to put a 4 slot belt on a lvl 1 trader.
