Reading through the programming of the alien nanites as best you can, there seems to be some form of homing signal program located in their databanks - Potentially set up to work with a teleportation network of some kind. Unfortunately the device hasn't been tuned to a specific signal, and simply seems to be broadcasting into thin air.
Though this device has been given signal information, it still hasn't been tuned to a specific frequency.
