It's rumored that a common white trenchcoat can be charged with a particular source of light particles to create this type of cloak.

Currently has a bug in social slot neck, covering up regular backitem, have reported it.

Back in 2011 you couldn't, but now you can buy a light bar in the Accessories terminal in shops, for example in Borealis.
