Demotivational Speech: Dead Man Walking Icon #39124 This nano program sets up a series of overlapping sonic effects around the bureaucrat. Operating at a frequency much lower than is audible, these sonic effects synchronize every 18 seconds; any enemies close to the bureaucrat during that synchronization will receive a temporary mood-dampening effect. This mood-dampening effect lowers nano resistance, lowers the chance of landing a critical hit, and reduces the available amount of nanobots.

Would this flag you by any chance? I noticed on the lower ones that it gives off the "PVP not allowed" or whatever when near people.
