Cause its in AC line, and stack with any other evade buff ingame. At least thats the reason they felt it was necessary.

Using one of the online Trickledown calculators, the -70 Str counteracts the +30 Agility so we don't actually lose any MA skill by using this over our other AC buffs. Granted, we are going to lose some (11 I think) Brawling, but as far as I can see that's a decent tradeoff for 180 evades.

Considered a speed buff now, should no longer stack wtih RI (has a higher stacking order). So much for +300 evades.

As this is a speed stuff now, 220 MAs should prolly stick to Stutter Step (if you can cast), as it adds way more evades than this. Elude Step and even Shuffle Step is better at 220 (2k evades).
This nano should've remained AC line imo.
