it can be racasted on target every 21 seconds (the duration of the nano). If they manage to use a virus scanner to clear the blind then they are unblinded and you still can't recast this untill the 21sec timer is over, so make sure you press Q after you cast this.

Wrong Whitey, this lasts 21 seconds, but you can't cast it again (on the same target) for an ADDITIONAL 21 seconds after it ends. So you can cast it on any single target every 42 seconds. You can cast it on other targets though, and you can cast other blinds on the same target.

I think they dont want nts using this on everyone. If they could, then it may be tantamount to giving nts decent evades- and we cant have that of course.
