@remember: depends on what class you are. if you are squishy and not a big caster (like lowbie engies) these are great to give you an hp boost instead of a max nano boost. This has less NCU per ship then DMs though

Drops from Neleb the Deranged, the boss of Steps of Madness. Lately it's also been dropping occasionally from Mind Shard around (171, 263) in SoM.
