the "User Modify Critical decrease 2" Confused me as well. Turns out that it does not refer to 'your' crit percentage, but the chance of an opponant landing a critical hit on you. So this item Increases Run Speed by 50, weapon range by 5% and deacreases the chance of you having a critical hit landed on you by 2%. As well as allowing you to cast the nanos that are rewards from the DB Questline which can be started by talking to Peacekeeper Constad in ICC if your level 205 or higher.

You can combine this with the MA star from Beast to make it pretty uber.
And crit decrease ALWAYS refers to decrease in mobs/players chance to crit you. If it was the otherway round it would state: crit increase -2
