Only SOME perk damage not all, perks that "cast" the dmg (like the first tick of a DoT perk) will be increased. It does NOT work on other perks, shades do NOT benefit from this.

Mob who can drop 263+ QL (+5% NanoDMG) must be 211+ lvl. On mishes you can found only 200 ql mobs who drop it
