according to the link its a possible evade buff but i wouldnt count on it. only a 2% chance to actually happen and i belive thats worse then a regular crit rate with no crit buffing items.

You don't want to even think about how low the actual chance is considering MAs are somewhat good at evading.

I believe it works on misses also, not just hits. When in Allappa, with lots of mobs on me, this proc fires pretty often, enough though 80% of the "hits" are misses.
