Clearly, this is a debuffing weapon (100% chance of lowering all dodge skills by 750).
Also, it means if you have high ME, your perks which rely on attack rating will land easily.

ilikebunnies - the damage is so low but look at the attack/recharge, 0.02 seconds, it must be a kind of rapid fire automatic weapon, it's a tradeskiller weapon so with a lot of ME means a lot of AR.

(not that this would be useful solo without pets.. because there'd be nothing hitting your opponent, and if you want to hotswap, the nano only lasts 3 seconds... maybe in teams? or for other pet classes)

Plain and simple: This weapon sucks. Your basically doing insignificant dmg and the debuff just doesn't matter at all because pets hit anyways. Even in teams or massraids i don't see any significant effect of the debuff. Im using it anyways because i didn't have to spent a single ip into weaponskills or ranged ini that way and could max all tradeskills (dont want to start a discussion about what sense maxing tradeskills makes) including Psychology, b&e, also all evades. @ 220 it hits for ~400 dmg with an average setup (2.2k AR, no dmg setup). Good thing about this you can get a pretty high AR as an eng and it checks TS, so you always hit on players and most mobs. Its only an option though if you want a pure tradeskiller and have other chars to perform certain tasks or a good org behind you. A weapon like this without the proc or specials but higher min dmg (like 250-250 (250)) would be nice for PvM though. :P

This is a pvp weapon.
If you wear it to hit dyna's, you need to reroll.
If you cant see the value in a 100% removal of 750 evades in pvp...reroll.

(0.02 / 0.02) means that this will fire as 1/1 on full def without any inits raised
(ME as AR / TS as Def ) means no weapon skills needed either and this will hit alot - engi's can get 2.6k or higher skill, vs most other prof's 1500 TS avg.
The damage on this sucks but the proc is good... Clearly it's a team pvp weapon, as engi's are in fact a supportive class... plus your team will love your blockers.

so, with some Arul Sabas, and projectile dmg boosting clusters/symbs and other gear, +300 boost to dmg should be no problem, right? And at .02/.02 attack/recharge, you're looking at 25 hits per second? Non-dualable weapons at 1/1 hit once in 2 seconds, so for this weapon, that would be 50 hits in 2 secs. Doesn't that work out to 300 x 50 = 15000 in 2 seconds? Sounds ok to me...FA level dmg every hit? cool.
But, it seems way too good to be true...what am i missin?

you're missing that you can't attack/recharge weapons faster than 1/1.
.02/.02 just means you wont need to raise inits to be 1/1 at full defence, it will ALWAYS be 1/1 at full def... like someone above said already.

No weapon can fire below 1/1. If you get an amount of init that would make this fire at or lower than 1/1, it will go to 1/1.

The debuff goes off even on misses. If someone with a remod is shooting at you, you have -750 evades.
