Seems to be just an extra hit versus fighting target much like the crat and advy ones.
Probably the same % chance as those.
On the ICC shuttleport mobs it always hits for 10 poison damage.

After further use it IS a dot, just a very slow one.
tried to pull one of the ICC bot bosses to the others location for the heck of it and the 10 point dot killed him.
Seems it proced first hit on the auto attack before I remembered to disable it.
