I got one of these off a heckler while kiting. Its an incredibly rare drop as far as I can tell. I've killed a lot of hecklers and only seen one.
Maybe it drops on other mobs too.

Actually "The ultimate Olympics cheat" would be asking a fixer to cast GSF on you. Not a puny +100 runspeed (or +60 over a regular ql 200 leg)

Plastic muscles come from processing the unextracted implants from SL mobs I believe - not just Hecklers. I found a Ql30 in the crippler cave in nascence so it's most likely dropping from any mob that drops extractable body parts (Tiigs etc)
