I found this guy giving measurements out at 4 Holes in the general store in Ahenus. What do you do with it?

They are needed for the Basic Jobe Armor now.
Clanners could have trouble getting them from Ahenus without a Yalm, but you could try blitzing through. Aim for a building in the southeast corner of the outpost.
Once in the shop, talk to the vendor to get the sets for free (e.g. don't request his stock).

You can find them at the tailor in Borealis now. just after the subway, near the IS portal..
