you need a standart yalm (ql does'nt matter) and a upgrade kit from uncle bazzit's shop at meetmedere.
to build a ql300 you need to have compliter>=1500, below that you will get a ql2xx which will have the same stats as a ql200. check tradeskill kit for that

Incorrect @ alder , with 1280 CL it came out as a ql 270 AI-Yalm with quit different Stats than a ql 200 :
Vehicle Air from 230 Adventuring 62 Map Navig. 85 Run Speed 940 >> on ql 270

Confirmed @ Dollcet. With 1389CL I got a QL285 yalm. 215VA, 68adv, 93map navi

why do you need 50% root resist when you cant use this in combat? doesnt that seem unnecessary?

It's to avoid getting ganked whilt flying through a PVP zone, or caught by a side MOB with a root. I used to have this problem in Meetmedere all the time before they raised the suppression. I'd be flying in my yalm and trying quickly to hit the grid or my mission door, and someone would root me and annihilate me while I waited to de-yalm so I could try to fight.

Trust me. If you ever have to be flying through a potentially hostile zone, you are going to be glad for that root resist.
