So this is really a 97 skill lock ;) because in order to have this you have to raise combat knowledge, which at the ends lowers skill locks by 8.

97? It's -20, plus the -5 you get simply having the perk. That's -25% skill lock time. Don't know how useful that is to have for 20 seconds though.

actually im not 100% sure but i think -skilllock does'nt mean 1second it means 1% so it would be -5% normal lock time plus -20% normal lock time when the perk is active.. im not sure if this effects weapon specials though.. i dont think it does.. but for things like first aid stims this would speed it up.. btw items can not be reduced to less then half the normal lock time. for example with -50 skilllock a ql200 boosted graft can be reduced to aprox 7 - 7 1/2 mins.. which is pretty uber but i dont know any way of getting that kind of -skilllock

Use this just before activating a root graft, healing yourself, and throw in a few inner sanctum ring uses as well (healing, damage, blinding). :D
(Also remember there are 2 different root grafts for extra pwning)

And say goodbye to 8 hard earned AI perks. This is so not worthy of battle, but a valuable twinking perkline nonetheless :)

It is nice for nanomages in pvp. Use it to reduce lock on Dreadloch Endurance Booster - Nanomage Edition (NM Cocoon).

To SUMMARIZE everything said here:
Skill lock modifier will reduce the amount of time a skill gets locked by the exact percent(%) of your total skill lock modifier. This is only the case for items which LOCK a skill. So, if a skill is "unavailable" skill lock modifier has no effect, it only has effect on skills that are "locked." There is a cap of 50%, so any skill lock modifier beyond that has no effect, which I'm sorry to say... so, you wont be able to do anything crazy, but you can still do something sort of cool... items like tutoring devices, the tradeskill laboratory in your city, coffee, etc. can be reduced to under their lock time, so you can use them a second time before their effects expire, and in that way get double the effects. (see my comment on the comp lit tutoring device) ;D

Used to affect specials before they nerfed it. I remember fixers have 4 second bursts for a while, was amazing dd.
