its part of the quest to get living cyber armor from the good time party mixer (if i remember right, from the part where u have to go tag some scorp's, or maybe its a differant quest, but it definatly involved taging scorpiods)

I dont remember the exact place, but its in Borealis. Go to the place where the fixer shop is, then follow the path that goes along the mountain all the way till you reach the end of it. Then climb up the hill and look for an npc thats standing there somewhere.

You'll get this quest from a medic that stands next to the great sattelite dish on top of one of the hills next to borealis. The living armor quest is something else..

In fact, when you go up from Borealis to the fixer shop, you'll meet the doc before you even reach the fixer shop. And works on stinking scorpids too. :)
