at high levels it's only moderatly effective.. adds .75/1.5 seconds to attack for dd professions with lots of init and already quick weapons.. it's doubtful it's gonna make much difference.. and that assume you even hit a vital init.. there is 3/4 chance you will hit a non vital init.. or you could argue 50% chance as most professions use nano init to some degree in combat.. still.. seems like a rather lame perk action... not to mention you have to land this in order ot setup for Chaotic Assumption which is a pretty good dmg perk but only nano mages with very high intel/psy are gonna have a shot at landing this even if it is 100% intel and psy attack... figure 1k/1k = 2k atk.. thats not a sure land in pvp when even nano stupid professions can get high NR

2,5k AR and can't land it on a person with 2k NR. Go figure. :(

NTs have several different ways to lower NR. Unless I suck at calculating it can be lowered by more than 2k at high lvl.
