Well ... from my lvl 206 point of view (with Dark Kin 4), it's a hit for 1200 every 90 seconds, not so good, considering I do 1300 hits every second with my SMG ...

10% to get a 3 sec stun, definitely worth it.
Damage is just a nice additional thing.

scales of MA skill.. dont see that many fixers upping MA just to land a 10% stun

i noticed pvm mobs would get hit with stun from this at lowbie levels [when ma was relatively much higher than you would have it at 220], but at 220 never saw any mobs get stunned by it at all [with no ma], so im pretty sure an attack skill check does take place...
now that it check's SMG [and defcheck NR 100%], if you have decent AR that's a 10% stun chance, this is actually a nice little perk for the 1 spare ip point (always was, but now even more so) =)

The effect nano checks has nothing to do with the perk. MA vs NR wouldnt affect stun chance you've just been unlucky.
