Is this some type of revive? I mean it has the word "Life" in it and it heals for 1000000 HP...i tihnk the NPC type -!=0 means that the target has to be dead....at least thats wut i make out of it.

there are probably some special circumstances that will allow you to use this, like that one nuke for ely that does something like 49k damage but only to one specific mob

its used by pande mobs to heal each other, very anoying

Ie Pinks use this a lot. Slows you down when they hp goes up in 1 sec.
