NT's ALWAYS need more Mat Crea to get past NR perks, and stuff, So it's one of the best items for a NT .

This item isnt needed for NT, because we have Constant Barrage to take care of high NR.

Constant Barrage lands very easily. But I just started using NR 2 and I actually have to use this NCU in my setup now. The + MC helps me cast my nuke while debuffed (if it happens at all even). I wouldn't use it in an NR 1 setup though, Libra and Capricorn NCUs for that :D

The nanocost is nice, can help towards eliminating the need of any nano cost buffs too. I'm solitus and with this im 2 over cap, but if I were nano mage this would cap me with CrunchCom (i use the lowest NanoCost buff now... Code Sieve)
