HQ Machine benefits+CL Implants+CL Expertise+Int trickle down from pistols and buffs gets you a long ways there. You only need the high CL to equip it :)

Its funny how people always forget Tutoring buffs when they are twinking comp lit, its so silly, such an easy way to get what you need for comp lit, butt up tutoring!

Because nobody wants to spend time and IP implanting/raising tutoring for just 10 more complit, unless that 10 is the difference between equipping that cool new item or not.

ql 200 tutoring devices buff for 50, and I'm pretty sure other people can use the device on you (havent tried with hiqh ql ones though)

No, can't use tutoring machine on another player - the visual buff goes on them, but you get the CL increase.
