Yes it's ingame, I have one. You can get it from the first or second (I forget which) of bosses in the Redeemed temple in Elysium.

This ring is sweet yo... beats the shitt out of notum ring of the three... if ur a level 60 MA notum repolsing twink that is... and yes u can make good notum repolsur twinks and if u do this ring is a good alternative.... Deprive me u stupid trader i dare u! ;) anyway kick ass ring.. and pleas i have already herd that Notum repolsur and level 60 MA twinks bouth suck, no point in saying it again..

Ring of Memory Loss: 30 NR and 2% mess stun resist. 151 Psychology and Level 20 to equip.

Fractured Nightmare: 40 NR 4 Int 4 Psy. Level 36 41 Int 41 Psy to equip.

Both are better options for NR and both available before level 50
Only reason to pick this over those is if cold AC starts to matter at tl3 ;P
