I would have to guess Yutt Thrak, but I'd like a confirmation that it drops. Nice for early level twinking.

No longer drops, the mob that used to drop it (Prophet Yutt Thrak) is not attackable anymore.

These bracers now buff +4 to their respective ability and drop from the mini-bosses in new inferno missions.
