me thinks its a drop from Ely or scheol redeemed temple , kill the Venerable ecc and give the transparent guy 6 redeemed insigs , kill that , then kill the next guy that pops up

Ecclesiast Aban Fala and his counterpart, Prophet Yutt Thrak, are no longer killable because there were problems with people slaughtering them while others were doing the garden key quest. And, unfortunately, they are the only ones who drop the ability raising bracers.

These bracers now buff +4 to their respective ability and drop from the mini-bosses in new inferno missions.
