You need join a Chip of the eight with a Bomb disarm tool to make the lock pick. The chip drops from Eight Brood Champion and is a nodrop fixer only item.

you can't open Doors nor Chests with it, even if it is a "Lockpick".

It can be used to hack items though (like leather armor, etc) and reduces the amount of B&E needed by 40%.

Well it needs the Fixer prof to equip it, but I think anyone can actually use it for the B&E part. Not sure though, need to get it first to test. ^^

It's true :)

It is theoretically possible to combine "Hacker Tool" with "High-Quality Obtru Steel-Ribbed Armor Boots". But you need at least 1200 in BreakingEntry.
