i think the reason they make it harder to get for such little upgrades is becuase your higher lvl. would just be to easy for consistand upgrades. anyway. stating the obvious.

Remember that the goal now is not 1750 tokens, but 2500 tokens with apf token board (need to be 210 tho)

RK missions are the fastest way to get tokens short of buying them. Yes people still do RK missions.

the HI raid (hollow island) went in before SL, thus before Keepers, so they don't get a 1750 token board.
