There are certainly items that do parts of this better for HUD 3 though this isn't a bad item either.
Maybe you could slip it on at tl3 or so. Though TL 3&4 are pretty dead for pvp on rk2.
Prolly due to that being the common range to skip over with heckler leveling.
Maybe with the reworking of SoM we'll see more twinking in that range.

Twinking for SoM is not likely as 220s can enter and even get to use the portal in Newland.. People will just use their highbies and tank for their alts or hire a highbie for it.. :/ But TL3 twinkage already exists.. lots of 70 and 74-76 twinks running around RK1 :)

this is a great martial artist scope, even end game.
not saying its the best, but its def. an option
really only reasonable hud 3 item, that gives crit and you can still reasonably go full def. w/o massive int. nerfs.
try that w/ a viral scope or targetting scope, although def. research hud will be better if you wanna go full def.
best bet for ma froobs though for overall situations.

I would have one for twinking purposes and nothing more.
The additional 5 points could be the difference maker when trying to equip that ubah weapon.
