They should drop from sided mobs in ely or scheol, but they are extremly rare. a few are sold on gms though. And before people start spamming it with the question if it's rollable: It isn't! does anyone have some more information about where it drops? :)

Got a QL 144 one from Omega Eric Miller in the Unredeemed Temple in Scheol.
