Zip, the DMG calc doesn't take into account the Perens AS recycle. You could throw up TMS and spit out 8+ ASs with a Peren. With this? Nope.

It's a turn spirit weapon, you'll need minature turn spirit i think.

also when you can equip this you should have enuff initiative to get it down to a 1/1.5 at least...even with high lvl crit scope equiped. I watched two agents fight with a perennium and a pinpoint and the pinpoint won 3 out of 3 times. Pinpoint (or revolution should you be clan) is worth it. But only at this ql. The other ones look cool but you could get something better on for the rifle requirments they have

why shouldn't the freebies be able to use it? build it with a inamorata and a turn spirit (if you're lucky and get one somewhere...) and start twinking. 1701 in rifle aren't really a problem. =)

170+178 from drains, 132 from a wrangle, 120 from UA, 20 expertise, implants and TIM scope buff rifle skill very nice. oe might be a problem though once they run out...
It only depends on who you plan to hit with this if it's better or not then a sps; against hecks you'll do not more then mindamage... 100 sucks then.
Targets with low AC's you can hit hard though, even though you need enormous amounts of ranged init to make it fire at all :p

easy to put on a froob, especially at tl6
staying un oe is anoying though you have to fp trader
712 base 210 imps 131 wrangle 420 drains 50 total focus 20 expertise 120 UA = enough already
not to mention general trickle....
if your not tl6 gloomfall adds about 50 rifle so easily done at tl5 too
all that effort getting buffed up to put it on though and you will be wanting to swap to alternatives in pvp cause this things way too slow. great for pvm though :)
