I'd assume if it's used for pvp, it would only be to hotswap for the sneak attack, thus you wouldn't have to wait for it's slow attack/recharge. Sneak, unequip, wait for recharge, equip, sneak, rinse and repeat.

No, sneak is always 40 seconds.

no.... cap is 40 seconds, if you have crap sneak skill it will be more than 40 seconds
