Not useless, unless you got a good rep for 600 nano, 8 nanodelta and -1% cost mod. 600 nano is 3 lifegiving elixirs appr. so like 3.6K healing.
3% root and snare resist is always nicely taken :)

1) 15 BM/MM can be obtained by using a Pepper Pistol, which is easy to twink, adds MC and can be dualed with some other pistol on top of that.
2) You are better off using psychic buffing weapon(s) to reach the next better nano-tick-delay than increasing your nanodelta by 8 (assuming you have a high nanodelta already�).
3) The 1% nanocost saving can counter point #2, but this depends on the cost of the nanos (for expensive nanos like CH more likely than LE) and the current nano-tick-delay. From a certain nano-tick-delay on getting the next better tick-delay nets in way more nanodelta/sec than the 8 nanodelta and 1% savings combined, even for CH.
4) Looking at #2 and #3 the 600 additional nano will be useless in the long run, which basicly leaves the Snare and Root resists. These are (IMO) only really useful in PvP, where the Chalice doesn't make much sense.
Considering the overall difficulty to obtain this item and the inherent level requirement (125+) on it, this Chalice isn't the best choice for docs who go the healing route and know their deal. In return you cannot brand this as crap, either, because it is still a decent setup choice (probably more so for froobs than expansion players).
� At 125 you can get 110 nanodelta from QL200 implants.

Sferykal -> You can dual the Chalice with a Pillow with Important Stripes -That makes +30 in BM/MM... and actually Pepper Pistol gives "only" 14 in these skills, so your little 1) seems pointless...
Anyways I don't say I would use the chalice on a lvl 125+ doc ... If you focus on heal or survivability I would suggest a weapon that buffs Stam for the HD (Take a look at Dokkie, he is using a Grail atm)...
