anything with a description like that drops in the ToTW/Inner Sanctium... in this case IS.

Frequent drop in IS, 2nd level I believe, go in with good team (180-220) and should not be too much trouble.

Very frequent drop, 2nd & 3rd floor IS. Can be upgraded by using http://auno.org/ao/db.php?id=206067 on it. Result is: http://auno.org/ao/db.php?id=205963

Drops mostly at 3rd floor in IS.
Kinda hard mobs and now when IS is hardly bugged...
