Yes. This is very useful for low level twinks of basically any profession. Can help you to get on ql 40 Tsaka rifle or a better vision enhancer. Also, great for wearing for low lvl pvp.

it's great for twiking the tim scope (+180 ranged init) onto any ranged profession, since that scope requires rifle and aimed shot :)

So is this in any way useful for an Enforcer? Is there anything where an Enforcer would benefit from 10 perception? Or is this only good for players who use ranged weapons?

no... not really good for melee classes. And not really good for ranged profs unless they use at least aimedshot.
For most ranged classes, this might be an item temporarily helpful to twink on the TIM scope, that's all.
