I would be uber, IF you could use more than once every 20 minutes skill lock in Barrow Strength, which as far as I know is the only way to get this.

use it just before a duel with an MA agent enf etc, avoid those stun alphas

I have not tried yet, but a lot of the nano resistance buffs will also kill any roots, snares and calm running. So using it in the middle of a PvP duel would be just as good or maybe even better.

No, does not remove roots etc that are already in place. Unlike Enf rage, which -replaces- debuffs/roots, this only adds resistance, so if you're rooted already its a bad idea to use untill you're un-rooted and then use to stop from being rooted again.

it would be uber if it was +70ish and lasted 30 seconds. for now its just a once-every-20-minutes item, maybe useful for low level pvp (although nearly all weapon skills are implanted in the right arm, either shiny or bright... so only a rifle/fist user would benefit from this at say around 15-21
