It simply owns for low twinks, like level 21 Agents, both for the Strength (to twink some good Str imps) and for the added damage (which rocks at 21 for PvP)

Most likely there was once an "On Use" action associated with it, before it got into the databases. Some parts of that were taken out, but others, including the attack/defense skill, were left in.

i'm camping Gartua for KV right now, and this just dropped off of him; apparently it has approximately the same or less % than KV on him because this is the first time i've ever seen him drop it
maybe it was originally intended to be rare

This looks like what you'd find on a weapon or nano: it's attack or use ability is affected 100% by MA...
So I'd agree with Sloshmonger.
