Will INCREASE nanocost of skills when implant is ql 128 or lower. Implants of ql129-157 will also have a 0% modifier (no effect). As of 17.5

Oops wrong cluster, those numbers for waist. For ear, any ql implant below ql100 will increase nanocosts, and ql 101-140 will add 0% (no effect)
