quest item, kill jack the legchopper clones and get severed grandmaster leg, then go talk to Daedra Iberra 1500 x 700 in Pleasant Meadows and get the quest

Torturing Tool, bartje... Look that up, and no it isn't crap because of the low regular damage, crits are all that count for MAs :)

He was talking about this helping get TT on, and later on about tt having low regular dmg but nice crits.
