Been awhile since anyone has posted this for this item. These dog tags are for the Rings of Tir quest 3 part quest. First you need to talk to Commander Broch who can be found south east of Tir at an outpost. When you get this quest he gives you a bag. When you get a dog tag SHIFT+RIGHT CLICK your dog tags in the bag. You have to collect 10 of them and you can find them on FRESH or AMATEUR OT. You can find these characters in Missions or the best place I found is the woods NE of Tir. Takes about an hour of grinding for them and the drop rate is UNCOMMON. The NPC's seem to like to spawn around old dead trees. When you get out there Zoom out your camera with the +/- keys to cover a broad area.

Found a bunch of Amateurs OT xxxx by Coords 2400.0 , 666.0 at Tir. This location is around a bunch of trees and rocks
