and I doubt a trader can reach 800 CL at lvl 46 ...

811 reached on a 49 trox trader, so pretty sure it can be done at 46....

Gonna be tough getting it on at level 46 unless you have expansions. Just used skill emulator and best I could come up with on a 46 froob nano mage trader is 763 Comp. Lit. However I didn't go through a big twink implant laddering process...just based on what I could get on my nano mage trader when she was level 46, I just estimated about QL140ish implants. I do believe you can ladder some temp implants to get high quality in some of the other items I equipped, such as the armor adn temporary ability skills to twink on various items.
That's for froob though, so I presume expansion player can easily come up with 40 more CL to equip this.

Note that it goes OE if your CL goes down again, and at 25% effectiveness, this is not so impressive anymore. It's pretty sweet though for lvl 100-175 indeed.

Evades and RS will NOT go down when it goes OE, so this wouldn't be bad for a 49 trader twink, if not for e-peen only.

At lvl 49 a trader can get a veil of the revoked on so i would go for that rather then this.
