2 Hack the clinic using a standard hacker device
3 Add one of the tools used too romove clusters from implants. These can be bought at the fixer store in borealis

Which skills are required to remove the clusters from the implants? Is there somewhere a table about the skill requirements or something I can figure it out?
Can only fixers do it?

The misconception about the Implant Disassembly Clinic is that only fixers can use it, this is not true. Only fixers are allowed to WEAR it, however - thus giving them a very nice bonus to treatment, similar to the Treatment Libraries. Anyone with enough Breaking and Entering and Nanoprogramming skill can disassemble implants with it, that part has nothing to do with being a fixer, however - it is very much a fixer related item, as you will see when you start shopping the components for it...

Of course, Agents can also wear it.

How does one go about getting a 190+ Implant Disassembly Unit needed to make a 200 Implant Disassembly Clinic?

You find them in missions, found a 195 last night.

keep checking the fixer shop found one in that ql and picked one up for friend as well.

I bought an unit at QL 199 at the Fixer, shop, then an org mate found a clinic (QL 200) and gave it to me after hacking it, and another org mate combined the Unit and the Clinic, and now I got this clinic at QL 200, which gives me a nice Treatment buff :)
What skills are used while emptying implants :
- NanoProgra : 1 x QL of the Implant
- Breaking Entering : 4.75 x QL of the Implant

Oh, and I'm gonna twink that on my level 21 twink (not a QL 200 one though, "only" QL 125+4=129 (+4 = tradeskilling skills bonus))

I have a level 200 one my 60 fixer, uber for buffing treatment

I have one of these for my MP (not wearing it). It's a top tool for anyone making implants.
