where do these drop i think for TOTW but just checking

Yes, these drop in TOTW and nowhere else. QL 15-25 or so can be obtained from the summoned skeletons by the Reanimator, QL40-65 or so can be obtained from the Eternal Guardians in GoT's chamber.
