It seems that there's something wrong with the information. It says:
To Equip: != omni-tek, but it's clan only i believe. :-)
It says clan-only on the Alvin quest pads.

The "!" before the "=" means the exact oposite of "="...
therefore "!=" means "is not equal to" instead of "equal to" or "="

zing! BambY is right, using "!=" would imply that Neutrals can wear it; a corollary to that would be that Neutrals could wear the best pad of each faction.

Yes, neutrals can wear both. Both pads show up overlapping each other. Its actually pretty funny lookin. Consider this though, even though the neutrals can wear both faction's pads they still don't have token boards =P.

This are invisible. Only the last version can been seen.(Shoulderpads for the Veracious)
You equp it and you get the stats, but there is nothing to see.
