For a froob between level 20 and 60 or until you can get your first Blackbird on it's a great gun, unfortunatly however if you are looking for an alternative to Blinded Blackbirds for those tricky radiation resistant dyna bosses the damage output will dissapoint you.

It's not bad, but at least it's fast... For taking on Radiation resistant dyna's I would prefer a Mausser Chemical Streamer though I suppose.
The good thing about this is that you can use it at a much lower aggdef setting then most other SMGs (except the blackbird which is unusually fast for a froob SMG).

Drops randomly in missions inside a sealed weapon receptacle. No foolproof way to find one, its just luck of the draw.

For froob, better use Ot Kerans, more damage and faster burst cycle
