it drops in any QL mission, it's just a 100% drop from the pilot in smuggler's den....so you can either go there and kill the pilot and guarantee to get it or just wait for the lucky drop in a mission....because it has a horrid drop rate. In 3 years with thousands of missions (have 7 toons with 1k token board and another 4 working on theirs...so not talking a small number of missions), I've seen it drop once in a mission. I reckon it's drop rate is probably as low as GA.
