Where is the best place to find these? Are they rollable in missions?

Afaik, not rollable. At least the two other Improve Xxxx Weapons RIDs can be found as random mission loot, so I'd suppose this one, too. Currently trying to get this one from level 30 bosses, but so far no luck.

Can not be combined with a Mass Relocating Robot over QL100.
