The communication plugs of the collar would pierce and hurt a normal, human neck, but it may fit on your head.

spawn time is 9 hours, droprate is ~20% (if i wasnt too lucky, got it on 5th kill) and it drops in ql ~110

He is only about lvl 115 but I had no chance to solo him toe to toe with lvl 175 MA with all expansions. Not a total gimp either, will pull aggro from 220 soldiers killing aliens.
